Here's a story that raises an interesting question: When you vote for a bond, is government obligated to deliver exactly what it promised?
In 2004, King County voters approved a library bond that included replacing the old Federal Way library at 320th Street. But now, the King County Library System is studying the possibility of closing down that library and relocating it to the Federal Way transit hub. Some local residents are outraged, pointing to campaign fliers that promised a replacement--not a relocation. The library system says the bond language allows relocation and it is simply looking for the most effective solution.
What's fair? Is it the same as a school district promising to rebuild a school, but later deciding to relocate it? Or a fire station? What if local officials believe the new location is better?
