A bunch of billboards are popping up around Tacoma with the mysterious message "Constitutions Matter," blogs GritCity. The running theory is Clear Channel -- which owns all the billboards in the city -- is protesting this week's deadline to come into compliance with restrictions the city set ten years ago.
