Southwest Airlines calls Sea-Tac one of the most expensive airports it uses. Should the airline be allowed to move its operation to Seattle's Boeing Field?
When you buy an airplane ticket, most of the money goes to planes, fuel and labor. Only five to ten-percent goes toward airport fees. But in this day and age where airlines are watching every bag of peanuts, the airport costs are a big concern to budget-conscious Southwest Airlines. The company says between the third runway (now at $1.1 bil) and other terminal improvements, the costs at Sea-Tac are out of control. Southwest has now gone public with its solution: moving its 38 daily flights to Seattle's Boeing Field. The company offers to build a $130 mil. terminal at King County International Airport if taxpayers will pick up the cost of improving roads and access. Is it a "gift," as Southwest executives described it? Or would taxpayers be unfairly helping one airline get a competitive advantage?

A few observations of the week: First, despite the cries from Port of Seattle commissioners that airlines approved the airport projects including the third runway, it appears the airlines are under no legal obligation to stay at Sea-Tac when their lease expires. Second, our poll of 500 King County residents found 51% thought a Southwest move to Boeing Field was a good idea. But when asked if taxpayers should pay for road improvements, 71% told SurveyUSA that would be unfair. Third, this is not a partisan issue. Democrat King County Executive Ron Sims is behind it, but on the King County Council, it's Democrat Dwight Pelz and Republican David Irons leading the opposition. And here was the topper for the week: KIRO radio's Dori Monson came on Up Front to say, he supports the idea. Headline for the week: Monson, Sims find common ground.
We need two airports. We need to get away from the Port Commissioners rule and misspending.

Port of Seattle commissioners may help pay for the 47-mile rail corridor owned by Burlington Northern Santa Fe Railway.
It seems you increase revenue by raising Property tax and Airport fees then spend it for unnecessary projects and then they [Port Commissioners] wonder why some of the airlines want to move to Boeing field rather than stay at the Seattle Tacoma airport.
Here's a suggestion: Cut the landing fees based on where the airplane was made.
50% if from Washington State (read Boeing). [Southwest w/ their Boeing 737s would be smiling from ear-to-ear, as would the employees who build the plane and its parts.]
15-35% if a certain part component from Washington State.
0% if an Airbus, all-European jet.
We live in Ballard, and I want to say NO THANK YOU to the "gift" from S.W. Air. The noise this so called gift would bring to our neighborhood is not worth it.
We need to put city funds into fixing the viaduct, not a "tunnel", a safe replacment to a necessary means of transportation.
S.W. Air is making a lot of money, check out the Seattle Times article from a couple of weeks ago. I pray this city makes the right choice for once, all these special projects are really hurting the working class people who are trying to maintain a decent lifestyle.

Southwest Airlines move to Boeing Field is an affront to many residents of Seattle. The noise created from the planes will negatively impact city neighborhoods reducing the quality of life for residents of West Seattle, Ballard, Magnolia, Queen Anne, Beacon Hill, and Georgetown.
Is Southwest or King County going to provide homes in these communitites with soundproofing as was done for SeaTac area properties? I don't think so; and, even if home insulation was done, residents will still have to tollerate airplane noise outside of their residences. An exodus will occur as many people leave Seattle for a more peaceful environment.
This exodus will create a reduction in property values because the affected communities will loose their desirability. As property values plummet, King County will collect less revenue from property taxes.
King County needs to assess the results of allowing Boeing Field to become an airport for commercial passenger airlines.
Also, I don't know who was included in the poll that was taken concerning this matter. How many participants live in the communities that would be directly impacted?
Sorry King County, but I like the idea. While this move would not impact me directly, I believe that SeaTac and the Port should work harder for its clients, customers and community. So SW Airlines will provide the terminal. What if one or two other airlines go with them? Why not let one pay for road improvements and the other can cover sound proofing and other environmental issues. I know that pocket books are getting tight, but would the neccessary road improvements benefit us in the long run? What if they are/were already part of the transportation bill, would that make a difference?
The people of Seattle are seriously misinformed on this Southwest issue. I think that people forget that Boeing Corp. not only delivers, but flies their 737's into and out of Boeing Field on test flights nearly every day. I find it hard to believe that Soutwest 737's are louder than Boeing Corp. 737's. Lets not forget about the cargo haulers that fly daily flights of 767's and 757's, and Boeing Corp's 777's and 747's. In addition to these aircraft, what about Paul Allen's 757's, the numerous daily corporate jets, and the other slew of jets that are as loud as, or louder than, 737's? As far as the "more traffic into Boeing Field contributing to the noise" argument, Southwest's 85 daily operations are only about 10 percent of Boeing Field's daily operations, and on a busy day are in the neighborhood of 5 percent of the operations. Politicians are also arguing that Southwest would need a new "flight track". So, with all the jets already flying into and out of Boeing Field why would Southwest need their own flight path? One would think that Southwest is good enough to fly the same flight path as UPS or Airborne Express or Paul Allen or Bill Gates or Executive jet or Flexjet or....need I list more?! You can be assured there are more.
Nevertheless, even though I support Southwest moving out of SEA-TAC and the poorly managed port, I think a better fit for Southwest would be Paine Field in Everett. I believe this is because there is more space both on the ground and in the air at Paine Field. Southwest can only expand so far at Boeing Field because the airport is already overcrowded. Unfortunately, there is not enough space on this blog to list the many other reasons why Southwest should consider Paine Field above Boeing Field. Regretfully, the people of Mukilteo are as equally (if not more so) misinformed as the people of Seattle regarding jet traffic.
Unfortunately for the public, Ron Sims and the other backers of this "gift" are not qualified in any way, shape or form to evaluate the true impact of the expansion of Boeing Field and the impact on flying into the Seattle area. As a captain with a major airline flying frequently into SeaTac, I have seen how the flow of trafiic into SeaTac can be drastically upset with the small amount of traffic that currently exists at Boeing Field. The politicians can sprew forth all the platitudes they want however no one, especially the media outlets, have talked with the specialists who can really identify the problems with this plan, must notably the individuals controlling air traffic in our area. One day, with lousy weather while flying into SeaTac, I was been backed up almost to Bellingham to accomodate less than a handful of aircraft flying into the King County International Airport, causing a substatial delay. Can you even start to imagine the massive delays that the 24 remaining airlines (with tens of thousands of daily passsengers at SeaTac) will endure simply to accomodate Southwest's 5206 passengers (38 flights x 137 seats, best case scenario) at this other airport?
If Southwest is so interested in escaping SeaTac, why aren't they looking at expanding at Paine Field in Everett where there is an excellent underused facility with a long runway and little impact on the Seattle environment and the SeaTac traffic? Ooops, sorry, they can't go there because they don't get the advantage of being closer to the city, impeding their competition and getting the tax payers to eventually pay the bills (roads, noise, etc.) to be benefit of their bottom line.
The politicians here should look at what Southwest did at the St. Louis, Mo. Lambert Airport. With promises of grandure and massive amounts of flights, the City of St. Louis spent a fortune to build an entire brand spanking new terminal just for Southwest. Southwest dangled the intention to add flights, increased revenues, lower air fares etc. to entice the politicians there. When their competition in St. Louis, TWA, was acquired by American and the TWA/AA flights cut from 325 a day to 31, Southwest immediately cut flights into St. Louis as they no longer had to compete and the city was left with an under-utilized new terminal courtesy of Southwest.
In closing, those of you who fear that if Southwest is denied permission to use Boeing Field that they will stop buying Boeing 737s, please realize that they have ten of billions of dollars tied up in their 737 fleet and they sure aren't going to change their purchases over a $130 million terminal at a small airport.
Let's see the real individuals who will deal with the impact of this plan speak up and not just the politicians with visions of short term gains in their eyes.
As a local pilot I am saddened by the unfortunate lack of understanding by the general public about aviation even on minor subjects. 1: The arguments about more noise being created is mis-guided due to the fact that large aircraft already operate in and out of Boeing Field and have for quite some time, as well as numerous other corporate and freight carriers. Anyone who happens to take a glance at Boeing Feild while driving on I-5 will readily notice the large jets parked at the northwest corner. Somehow I get the feeling that the residents of West Seattle, Ballard, Magnolia, Queen Anne, Beacon Hill, and Georgetown are not concerned about the logistical benefits to the rest of the flying public up and down Western Washington as they aren't with other political elections/issues either.
2: During Mr. Mak's news special on Kong tonite, an opponent mentioned that new air routes would have to take place. This could not be farther from the truth, Boeing Field is located in a class Delta airspace undertheath a much larger airspace designed to funnel in commercial traffic to Sea-Tac. Boeing Feild is so close to Sea-Tac (approximately 5 nautical miles to the northwest) that the National Airspace System would be quite capable of taking the divergence of 38 flights those 5 miles away without drastic changes in its route structure at all.
3: A move by SW would be a major factor in helping to avoid ground delays for other airline traffic at Sea-Tac during high air-traffic times.
4: The mayor of Tukwilla seemed to be concerned about the noise, why has he not spoken up about the noise that they already recieve due to being located so close to Renton airport and the 737 traffic that it recieves not to mention the traffic at Boeing Field under the final approach path for runways 31 L/R. Scare tactics.
5: I agree with George's posting above, the Port has been overspending and not delivering. Boeing F. is already a highly commercialized airport and with the addition of a new terminal from SouthWest, it will become an economic boon. This has the potential of becoming the beginning of a much larger issue especially if Horizon and Alaska follow suit, not a distraction. Their second airport option approach to the cities it serves is good business. It is obvious to anyone with a business sense why Southwest has did so well despite 9/11 and since.
I say: GO FOR IT. Southwest should do whatever they need to do to. Good post, Shauna.
While I agree competition is a good thing, I don't believe bringing commercial traffic to Boeing Field is the best alternative to Sea-Tac. This is a prime opportunity for Snohomish County to step up and open the door to commercial traffic to Paine Field. Why does a second commercial airport facility have to be in King County? Ease of improving infrastructure needs to be a key factor in selecting another commercial airport facility, and Paine Field seems like a much more logical choice than Boeing Field.
I have worked at SeaTac for many years managing an airline, not Southwest, or Alaska. The SeaTac airport fees have become some of the highest in the nation. Airline survival is dependant on reducing costs. Labor is being outsourced, and jobs are being eliminated to save money. Yet with continued increases and demands in fuel, wages, and over capacity, it makes sense for Southwest to want to move to Boeing Field. This is a bigger issue for the Port of Seattle, because the capital cost at SeaTac, a portion no longer picked up by Southwest, would be spread their cost among the other remaining airlines. The remaining airlines will battle with the Airline and Airport Affairs Committee to keep cost from sky-rocketing. Other airlines remaining at SeaTac would look at other regional airport choices for consideration.
I have posted some variables in the airline business, taken from one airlines forward looking statement. You can see the airlines have many things to be concerned about.
"Some of the things that could cause our actual results to differ from our expectations are: changes in our operating costs including fuel, which can be volatile; the competitive environment and other trends in our industry; our ability to meet our cost reduction goals; labor disputes; economic conditions; our reliance on automated systems; increases in government fees and taxes; actual or threatened terrorist attacks; global instability and potential U.S. military actions or activities; insurance costs; changes in laws and regulations; liability and other claims asserted against us; operational disruptions; compliance with financial covenants; our ability to attract and retain qualified personnel; third-party vendors and partners; continuing operating losses; our significant indebtedness; downgrades of our credit ratings and the availability of financing."
